An overview of each Ordinance & Explosive (OE) Site in Track 1"No Further Action Report" is given
below. Underneath the Track 1 link, is a list of the Unexploded Ordinance (UXO), and Ordinance &
Explosive (OE) Sites. Each OE site link is a file containing the images for that site. They are very helpful
in visualizing the areas where munitions, explosives, ordinance and chemicals have been found. The
sizes and locations of the sample areas and the cleanup locations are also given. The Track 1 report
refers to OE Sites as MRS's (Munition Response Sites).
The Remedial Investigation/Feasiblity Studies (RI/FS) for these sites have been completed. Some
Records of Decisions RODs (the initiatives that direct the cleanup) have been made as well. These
reports provide a geophysical history of the sampling and cleanup. The analyses in these report may
give the reader an impression that the geophysical testing, sampling and cleanup has been
anecdotal in nature rather then empirical . They also infer that the overall effort to cleanup the Fort
Ord land has been marginal at best.

It does not appear that the Fort Ord Risk Assessment Protocol was applied to the transfer of
Ordinance and Explosive (OE) Sites in the Track 0 "No Further Action" Plan. The Fort Ord Risk
Assessment Protocol is dated October 2002. UXO Sites in Track 0 began transferring in August of
1994. If this is the case, what method was used to assess the risk to human health and the
environment from August of 1994 to October of 2002? This situation raises questions about how
the Fort Ord Risk Assessment Protocol is being used on the OE sites in the Track 1, "No Further
Action" Proposal.
