Submit Comments to the Base Realignment Act (BRAC)
Cleanup Team Members.
Comments may be made to one or more of the four Fort Ord BRAC Cleanup Team members, see below. The
BRAC cleanup team consist of the following members; US Army, US Environmental Protection Agency,
California Department of Toxic Substances and Control (DTSC), and the California Regional Water Quality
Control Board (RWQCB). Comments and questions may be submitted in writing or by email to the respective
agencies' representatives given below on the BRAC link above.
If you would like your comments published on this site please request the website administrator for FOCAG
at focagemail@yahoo.com that you would like your comments posted on the News page. The FOCAG
administration would like to publish your comments to inform other concerned citizens of your opinion(s) on
the cleanup effort at Fort Ord, (aka: Formerly Fort Ord). It will also help in having the BRAC cleanup team,
perform a cleanup that complies with your expectations and that of the Superfund Regulations. Superfund
Regulations reference the limits for toxicity in air, water and soil set by the regulatory agencies (DTSC, US
EPA, CA EPA, CA Regional Water Quality Control Board, and the Monterey Bay Area Air Quality Control Board).
If you would like to have your comments kept on record with the Fort Ord Reuse Authority (FORA) and the
BRAC, we recommended that you submit it to the administrative record for the purpose of making it official. Be
aware that Gail Youngblood of the Base Realignment and Closure group has the authority to decide what is
kept in or kept out of the Administrative Record. The administrative record is a living repository that is
mandated by Superfund law and the Base Realignment Act. It is highly recommended that you keep a copy of
your email(s) attachment(s), reports and comments that you submit. If you decide to hand deliver your
comments or report, there is a greater chance of your comments making it into the administrative record. The
administrative record is reviewed by several regulatory agencies and representatives of the state and federal
government when there are legal issues in progress. The administrative record is a repository for all the
documentation surrounding the Fort Ord Cleanup and Reuse. If uncertain about who should receive your
comment or suggestion, the Fort Ord CAG administration has provided a link below to an online form.
Constructive comments, reports, complaints, analyses and questions are encouraged by FORA, BRAC, BCT
the Local Jurisidctions, Governments, Community Groups and Citizens of Monterey and Santa Cruz County.
The Army Clean up Team (BCT) also encourages the local community groups such as the Fort Ord
Community Advisory Group (CAG), Monterey Bay Toxics Project (MBTP) , Fort Ord Toxics Project (FOTP),
and the Association of Monterey Bay Area Governments (AMBAG) to hold meetings to encourage
